Including Ethical rules

From January 2012 use this form, after 1 March 2012 they are compulsory. All applying (and re-applying) communities must follow these guidelines and fill in these forms.
Please observe there is a new indicator for Safe Communities and that the old extensive application report is replaced by forms A-B!
