The
programme covers the following safety promotion activities:
HIGH
RISK GROUP
1.
Child Safety ( 0-14 years)
Domestic
injuries accounted for 24.5% of unintentional injuries at the
age of 14 or below.
Injury Prevention Program for Children
aimed at reducing frequency of injury via reinforcing knowledge
about severity, consequences, and first-aid procedures in childhood
injury. 200 families with new-born to 3 year-old children who
were admitted into Accident and Emergency Department of Princess
Margaret Hospital and another district hospital were recruited
in the study. Printed publicity materials and videotapes were
provided to the control group during home visits by trained
volunteers. Environmental check and safety education were given
to the intervention group on top of printed materials. Data
collection is still underway and findings will be available
in June 2003.

Home Safety for Kids
was to enroll kindergarten children in an experiential learning
activity in a "Home Safety Demonstration Unit". They
were given the opportunity to identify dangerous spots in a
simulated home environment. Activity worksheets were provided
for them to highlight appropriate behaviour to prevent domestic
injury (Figure 2).

Safety Awareness Activities included roving exhibitions
on home safety staged in major public housing estates and shopping
centres with home safety Quiz. Besides, more than 800 students
from 34 primary schools participated in coloring competitions
with the theme of "Home safety Angel" (Figure 3).

2. Youth Safety (15-24 years) Industrial injuries (38.5%), Sports (14.5%) and
Domestic injury (14.5%) were the major focus of injury preventive work in youngsters.
Student Safe Ambassadors was to enhance youths safety concept in
school, at home and in sports. 228 secondary school students from more than 20 seecondary
schools in Kwai Tsing participated. The program included first-aid training, Cardiac
Pulmonary Resusitation, bandaging skills and a guided tour to Accident and Emergency
Department of Princess MargaretHospital(Figure4).

Safety Awareness Activities focused on industrial injuries with visits
to various industries such as Container terminal, China Light Power and Kowloon Bus
Company (Figure 5). Exhibitions and talks on summer job, first aid knowledge, school and
sport safety were also conducted.

3. Adult Safety (25-64 years)
Work safety and road safety were essential issues to address in this age
group. Adults were the major work force in industries and accounted for 83.3% of work
related injuries. 70.88% of traffic accidents involved adults who were the main road
users. (Please refer to Work and Road Safety for details).
4. Elderly
Safety (65+ years)
Domestic injury among the elderly have become a major problem that accounted
for 67.9% of injuries.
Elderly
Safety Day conducted environmental scan, education for fall prevention, safety check
and use of electricity, an evacuation plan and fire drill. An OSH checklist for nursing
home was also developed. (Figure 6).

"Elderly Safety - Fall Prevention" Workshop was implemented with 180
carers from old age homes and elderly centres participated (Figure 7). Participants were
equipped with risk assessment skills, environmental scan and fall prevention strategies.

Safety Awareness Activities included regular visits to "Home Safety
Demonstration Unit" in Community Health Resource Centre. Risk spots were highlighted
and elderlies were interested in home safety device and tips on home safety given within
the tour (Figure 8).

HIGH RISK ENVIRONMENT
1. Work Safety
Housekeeping Promotional Campaign and Occupational Safety Award was
given to organizations which had improved their working environment and adopted preventive
strategies in OSH. (Figure 9).

Construction Safety Day promoted safe working cycle, safety of working at
height, confined space, and the importance of wearing personal protective gears through
"The Construction Safety Day", posters and leaflets (Figure 10).

Catering Safety and Health Promotional Campaign was intended to raise the
occupational safety and health awareness of employees engaged in the catering trade
through Hygiene Supervisor Training, mass media, road shows, workshops, posters and
leaflets (Figure 11).

Industrial competitions were organized to enhance the necessary knowledge and
skills of employees in various industries within industry, e.g. First Aid Competition in
oil and chemical Industries, Fire Fighting Competition in oil and chemical industry, Folk
Lift Competition in transportation, Safety Quiz in knowledge of occupational safety and
health (Figure 12).

Kwai Tsing Work Safety and Health Week was to promote occupational safety and
health in the community. In 2000, the Working Group organized a Work Safety Carnival cum
Inauguration Ceremony of Safe Community. The event attracted a large number of local
residents (Figure 13).

2. Home Safety
Angel on Home safety was
the theme for 2001 and awarded to shape a new role for "safety guard" at home.
Target participants were housewives. Educational programs including fire prevention, food
hygiene, first-aid, electrical safety, gas safety, healthy life style, domestic chemicals
safety, environment and other home safety topics were organized (Figure 14).

Educational Program
Fire Prevention Activities included regular talks,
Computer Software Design Competition, Fire Quiz, Fire Prevention
Parade, regular visits to fire station, training school and
fire boat, and Fire Education Path with more than 80,000 participants
(Figure 15). More than 60 fire drills were arranged for public
housing estates and eldely homes to enhance citizens awareness
of fire outbreaks.

Healthy
and Safe Estate was launched in 2002.
Chueng Tsing Estate, one of the older estate, was chosen for
the pilot scheme (Figure 16). Criteria on health and safety
indicators were set as guidelines for accreditation as "Health
and Safe Estate". A household survey will be carried out
in November 2002 to identify high risk areas so that improvement
work, promotional and educational activities can be carried
out strategically in 2003.

Safety Awareness Activities
included a Colouring Competition with over 800 entries,
six roving exhibitions held in shopping centres to demonstrate
fire prevention measures, gas and electricity safety, environmental
safety (Figure 17).

3.
Road Safety
Safety
Awareness Activities included "Safe Pedestrian
Award" and "Safe Driver Award" to promote safe
practice (Figure 18). " No Water Spill" safe driving
competition was launched strengthen the concept of "Safety
First". Besides, talks , slogon contest, warning stickers
for drivers and coloring competition were also implemented
to improve safety awareness.

Award
INTENTIONAL INJURY
Prevention in Intentional Injuries
such as violence and suicide continued to be handled by Police
Force, Social Welfare Department and non-governmental organizations.
Safety Awarenss activities were organized by Crime Prevention
Working Group of Kwai Tsing District Council and the Police
Force. Talks on "Promotion in New Life" Anti-drug
abuse, crime prevention among youth, Crime Prevention Carnivals,
"Gang At Night Project" and Quiz were organized to
increase general awareness of intentional injuries (Figure 19).
