For the age group
Children 0—14 years
Promotion for Child Injury Prevention
With the assistance of government organizations and community hospitals, working group on child safety actively promote injury prevention program for children. They held publicity activities of various themes according to the change of season and conducted education for children’s parents. Publicity activities mainly contain gas safety, electric safety, traffic safety, summer diet hygiene, swimming safety and so on. Experts were also invited to instruct child injury prevention knowledge for children’s parents with the aim of raising their awareness of child safety.
 
In addition, “Child Safety Education and Training Center” was set up in the community. Children and their parents could attend safety trainings and learn knowledge of child health protection at the Center.

Child Safety Promotion Program
Children’s parents were organized to attend lectures of six aspects such as “Children Growth and Accidental Injury Prevention”. The kidnapping drill was arranged at Wangjing Xincheng Kindergarten and 280 children and 20 teachers participated. Other programs were held to demonstrate traffic and power supply signs and to help children recognize these signs through interactive teaching method. With the theme of Early Childhood Education & Surrounded by Safety, a series of activities were launched for the popularization of safety knowledge such as infant early education and child accidental injury prevention and so on.
Other programs such as fire control safety, sports safety, home safety and others were also frequently implemented by working groups on safety promotion.
School Health Promotion Program
Working group on school safety make joint efforts with community hospital to push forward heath promotion programs in schools and mainly conduct education on psychological health and school violence prevention. Detail contents please see School Safety.

Youth 15-24 years:
Launching “Harmonious Family Education Project”
The period within age 15-18 is the important stage to foster psychological growth for the youngsters. To promote psychological health for the group, Wangjing Community kicked off the Harmonious Family Education Project on 2004 with the guidance of China Parent Education Research Institute. The objective of this program was to provide guidance and assistance for residents in children education, family harmony, home health and so on in forms of home salon, consultation, training, family and school cooperation, etc.
To reduce proportion of smokers among youngsters, “Refusing Smoking -- Healthy, Fashionable Youngsters” was launched in the community. The objective of this program is to reduce smokers among teenagers and to improve their physical qualities. Since the early of 2005, the program has been actively implementing in the community. Health Education Office was established in schools for providing health consultation service for students and undertaking regular investigations and visits, and setting up courses that popularize “smoking harms health” and explain how smoking harms the body for youngsters.
Other programs such as fire control safety, sports safety, home safety and so on were also frequently implemented by working groups on safety promotion.

Adults 25-65 years :
Wangjing Safety and Health Promotion Center

To better promote safety and health knowledge among adults, we set up Wangjing Safety and Health Promotion Center in 2005 in cooperation with China Occupational Safety and Health Association. The center is facilitated with 22 workrooms for safety and health promotion programs such as home safety, occupational safety, fire control safety, etc. Residents could learn safety and knowledge at the Center and conduct interactive safety and health trainings. Till now, the Center had hosted the investigation and trainings by 174,760 person-times.
Wangjing Safe Community Website
As residents adopted multi-channels to get information, Wangjing Safe Community Promotion Committee set up Wangjing Safe Community Website (www.wjsq.gov.cn) while promoting safety knowledge through community Newspaper. The functions of the Website are to introduce information about international and national Safe Communities networks, to broadcast information about daily environment supervision, weekly medical treatments in hospitals, monthly reported crimes, monthly traffic accidents, monthly workplace injuries and others, to provide the guide for community services, safety and health consultation, harmonious family club, international culture, Sports and Art Weeks, safety and health promotion programs, etc. It also gives publicity to prevention proposals and guides for residents’ lives put forward by experts based on weekly or monthly injury broadcasting.
Other safety promotion programs on fire control safety, sports safety, home safety, workplace safety, public place safety and so on have been frequently implemented by working groups on safety promotion.
Elderly above 65 years:

Survey on Causes of Elderly Injury
Since June 2005, community had started cooperation with 8 medical institutions to jointly push forward safety promotion for the elderly such as inviting medical personnel to residential districts and making health records for the elderly above 60 years.
The Elderly Chat Room
By the end of 2004, 17 residential districts have completed the establishment of elderly culture station, reading room, bodybuilding room, and daily care room and charting room. The holding of various activities broadened the field of vision for the elderly and removed their loneliness and autism.
One by One partnership between volunteers and the elderly
During the year of 2004-2006, 148 volunteers comprised of youngsters, party members, healthy elderly and others, had successfully established the partnership with the empty-nest elderly who suffer from illnesses all year round in order to provide long-term assistance. They also installed emergency call doorbells at homes of those elderly people and built the ties between the elderly who have serious illnesses and the “120” mechanism for emergency medical service, equipped medical emergency call machine and applied charity medical treatment cards for the elderly from poor families.

Prevention Programs that target high-risk environments
Traffic Safety
 
Working group on traffic safety and traffic administration departments make jointly efforts to push ahead and fulfill traffic safety promotion program. The promotional activities include conducting a series of publicities to the Road Traffic Safety Law of People’s Republic of China and the implementation measures for Road Traffic Safety Law of People’s Republic of China in Beijing, and carrying out education such as traffic safety lecture targeting at motor vehicle drivers.
Improving road and traffic environment
Since 2004, we started to install more traffic facilities, build traffic facilities demonstration units, set up traffic signs, caution broads and traffic marks, improve traffic facilities at crossings and enhance traffic management and eradicate hidden risk of traffic safety at intersections.
Traffic Safety Promotion for Students
Traffic safety coordinators, security guards and appointed staff diverts traffic flow at crossing roads, stations, main entrances and gates of primary and high schools. To urge schools to form traffic safety leading group and to carry out publicity and educational activities for traffic safety; to make records for school buses such as bus type, registered number, drivers name and driving certificate number; and to conduct traffic safety education for school bus drivers.
Driver Safety Promotion
This program was initiated on 2004 and mainly include: to advocate catering industry to fulfill the responsibility of reminding customs of “Deterring Drinking While Driving and No Driving after Drinking”, to implement residence management for privately owned coaches and to hold traffic safety trainings for coach drivers once a month.
Public Security
With the strong support of two police stations, working group on public security has actively carried out work on crime prevention in the community:
Enhancing public security by modern means 
To continuously raise the level of public security and effectively prevent crime by making use of modern means: install digital supervision system; establish Regional Emergency Command Center for Comprehensive City Management; install “building intercom system” at residential buildings; equip supervision monitors at main roads and public places.
To set up policing stations, floating population management and service stations, floating population association, foreign affairs management stations at foreign people concentrated residential areas in order to have basic information of immigrants.
To form community judicial intermediation room and invite professional lawyers to coordinate and resolve regional conflicts and disputes.
Other promotion programs include establishing system of “Combat, Prevention, Control and Intermediation”, forming six community patrol teams and building “non-crime” residential districts.
Fire Control Safety
Working group on fire control safety makes joint efforts with community Fire Brigade to promote fire control safety and launch promotional activities for fire control safety.
Publicity for Fire Control Safety Promotion
We hold fire and evacuation drills during Wangjing Community Cultural and Sports Activities on September every year. In addition, working group on fire control safety transcribed a total of 10,000 VCDs of Home Fire Facilities & Annunciator Use Knowledge and Fire Prevention and Evacuation, which were distributed in residential districts and social units free of charge.
Fire Control Safety Promotion Program for Children
To initiate “Cartoon Fire Control Education” in kindergartens with the aim of making children know the importance of fire fighting facilities, emergency call and evacuation routes. Under the precondition of ensuring children’s safety, Wangjing Xingcheng Kindergarten held a fire drill in the kindergarten and 20 teachers and 260 children participated.
Workplace Safety
Since there are so many social units of complex types in Wangjing Community, workplace safety promotion is one of important part in the project of Safe Community Construction. Workplace injury prevention and promotion programs mainly include several aspects as below:
Publicity for Workplace Safety Promotion
To conduct training on relevant regulations and knowledge for enterprises and institutions in relation to fire control safety, fist aid and chemicals risk management in coordination with District Safe Production Supervision Administration, District Police Station, District Labor Department, District Working Committee, etc; to organize occupational diseases prevention and workplace safety education for personnel at special workplace; to make VCD on construction sites management and distribute at construction sites; to organized administrators and migrant workers to learn safety knowledge; to organize project managers and directors-in-charge of construction units to hold regular talks on injury preventions; to promote safety knowledge at social units, construction sites, and residential districts during “Safety Month”.
To formulate Safe Production Management Implementation Regulation and Wangjing Community Safe Production & Overall Emergency Prevention to Pubic Emergency, and send these publicity materials to residents free of charge. The objective of the two regulations is to make social units in the community know procedures for emergency treatment in case of the occurrence of accidents.
Production Safety Promotion at Construction Sites
To hold safe production regular meetings at construction sites at scheduled time, to form full-time supervision management team and to conduct safety inspection at construction sites. For personnel at dangerous and harmful post, they must hold certain certificates. To install obvious standard caution signs, board and marks at dangerous sections and places; Working group on safety conduct safety inspection in coordination with production safety supervision departments.
Setting up scientific supervision and inspection mechanism
To clarify the responsibility of departments, sector offices and persons. Directors-in-charge conduct safe production inspection at least one time every two months, and departments-in-charge carry out timing spot check.
Safety in Public Places
Working group on public place safety implements safety promotion programs with the strong support and assistance of social units located in the region: to organize social units to arrange emergency prevention, fire control and evacuation drills; to hold publicity and education on food hygiene and infectious disease prevention at densely populated areas; to hold regular talks on flood and drowning prevention, self-rescue knowledge and so on; to arrange an earthquake drill at scheduled time every year.
Home Safety
Publicity for Home Safety Promotion
To hold talks on community harmonious family education and conduct regular fire drills, first aid trainings, safety facility inspection and other activities; to print Wangjing Xiyuan 3rd Residential District Civilized Pet Dogs Feeding Pact with 20,000 copies distributed to residents; to hold talks on food health and give publicity to medicine use safety; to build publicity boards for safety and health promotion, and send out safety and health publicity materials such as Home Common Use Medicine, House Theft Prevention Knowledge, Home Gas Use Knowledge to residents and social units free of charge.
Loving Heart Sheltering Center and service hotlines
The objective of this promotion program is to prevent family violence and to encourage women to protect their own legal rights. To give regular publicities to women’s legal rights protection and set up Love Heart Sheltering Center and service hotline; to provide psychological service and medical treatment for all victims suffering domestic violence to minimize their physical and mental injury.
Hygiene and Health Promotion
Wangjing Community Hospital has traced the survey on health status in the community for three years. Results of the survey showed that upper respiratory infection, high blood pressure, diabetes, tracheitis and coronary heart disease were five most common diseases in the region.
Initiating rational diet activities. The aim of the program is to reduce the occurrence of chronic diseases in the community.
To provide small blue spoon for residents free of charge to measure the salt volume; to build food pyramid displaying daily quantity of food nutrition for human and organize over 700 residents to visit the “food pyramid” every month.
Publicity for domestic first aid. Working group on health promotion joined hands with community hospital to organize “Domestic First Aid Lecture” at Wangjing Health Promotion Center and to provide resident with onsite instructions by using the manikin in simulation demonstration. With the popularization of knowledge over past two years, over 1,300 residents who attended the trainings have mastered the basic knowledge and techniques of domestic first aid.
Sport Safety
To instill scientific and rational sports into lovers of sports; to print and send out sports safety knowledge brochures targeting at the elderly, children and vulnerable groups; to conduct regular inspection and maintenance for sports apparatus; to hold lecture on scientific bodybuilding knowledge with the topic of “Children Growth and Accidental Injuries Prevention”; to hold community sports meetings every year and various sports competition targeting at different groups.
Violence Prevention and Suicide Prevention
Implementing “Harmonious Family Education Project"
Wangjing Community built Harmonious Family Education Center, harmonious family education clubs in 17 residential areas and invited experts to train one family consultant for every hundred families. Family consultants provide residents with guidance and assistance in children education, family harmony, home safety, neighborhood communication, dispute intermediation, psychological instruction and emotional rectification so as to effectively reduce suicide, violence and injuries to others caused by psychological factors.
Prevention Programs aiming at high-risk groups
Establishing Population Comprehensive Information Database. The Database takes residential district and building as basic unit and contains two major items of family and population information. It collected 9 types basic information about families, vehicles, etc; 76 items of information about families and individuals; and 389 items of individual health, injury, and etc. Staff in charge of database maintenance conducts injury surveillance on a weekly basis and report to experts for evaluation. The results of evaluation serve as an important gist of safety and health promotion in the community as well as guidance in developing and modifying next-step promotion programs.
Establishing Social Union Comprehensive Information Database. The Database collects information about safe production in social units and personnel safety and health information. Staff in charge of database maintenance conducts injury surveillance on a weekly basis and report to experts for evaluation in order to provide guidance for social units in developing and modifying next-step promotion programs.
Setting up public hygiene service network. To integrate 8 hospitals and 4 medical care stations in the community for providing residents with the comprehensive services of six combinations namely prevention, medical treatment, health care, healing, health education and family planning. To make health record for the elderly above age 60, to implement “Small Blue Spoon” measure for high blood pressure prevention, to conduct “legume” health prevention measures and so on. Residents’ awareness of safety and health as well as their qualities have been effectively raised.

Analysis
Table 1 indicates that youngsters with age 20-30 were predominant in injury medical treatments (31%). The injury rate among youngsters is rather higher.
Table 2 indicates that injury cases caused by smashing by weight were predominant in injury medical treatments (28%). Smashing by weight from height is the main cause for human injury.
Table 3 indicates that retirees were predominant in injury medical treatments (26%). The injury rate among the elderly retirees is comparatively higher.
Supervision Started Year: 2004
Injury data collection was fulfilled with the concerted efforts of Wangjing Community Working Committee, 8 hospitals, 2 police stations, traffic management departments, 17 residents' self-governance organizations, urban construction departments, occupational supervision and management departments and 10 working groups on safety promotion.
Publications
Wangjing Community Newspaper, two issues every month, with a circulation of 30,000 per issue distribution among residents and social units free of charge. It has published 120 issues with the total circulation of 500,000 till now.

International Exchange

On June 2004, Wangjing Community attended “Safe Community Symposium” organized by China Occupational Health and Safety Association.
On the early of December 2004, Wangjing Community organized 23 people from safety promotion working groups to attend “The Symposium on the Occupational Safety and Health in the Regions of Hong Kong, Macao and Both Sides of Taiwan Straits” in Hong Kong, and investigated Tuen Mun and Kwai Tsing Safe Communities in Hong Kong and communities in Guangzhou, Shenzhen, etc.

On April 2005, Wangjing Community attended “Safe Community Symposium” organized by China Occupational Health and Safety Association. On April 4th, 2005, Mr. Leif Svanstrom, Head of WHO Collaborating Centre on Community Safety Promotion investigated the project of Safe Community Construction in Wangjing Community.
On May 2005, Wangjing Community attended “International Safe Community Conferences” in Sweden.
On October 2005, Wangjing Community attended “Safe Community Symposium” organized by China Occupational Health and Safety Association.
On the end of January 2006, Wangjing Community organized people from working group on safety promotion to investigate the project of Safe Community construction in Hong Kong.
On March 2006, Wangjing Community attended the designation ceremony of Youth Park Safe Community in Jinan City, Shandong Province.
On March 2006, Wangjing Community attended “Safe Community Symposium” organized by China Occupational Health and Safety Association. On March 4th, 2006, Mr. JOON PIC CHO, Chairman of WHO Safe Communities Networks of Asia, investigated the project of Safe Community construction in Wangjing Community.
Wangjing Community organized people from working group on safety promotion to attend the 15th World Safe Community Annual Meeting in Africa.
On September 2006, Wangjing Community attended “Safe Community Symposium” organized by China Occupational Health and Safety Association.
On November 2006, Wangjing Community organized people from working group on safety promotion to attend “Safe Community Symposium” in Hong Kong.
From March 2005 till now, Wangjing Community hosted 159 receptions for delegations of WHO, Hong Kong, Macao, Shanghai and other cities.
